2025-06 New workflow action for custom fields

A new workflow action is added for prompting the user for a custom field. The new action is called add_custom_fields which will replace the existing require_custom_fields action.

This new action will include a new field called skippable which will allow the custom field popup to be skipped. A skip button will be displayed that will close the popup.

require_custom_fields will be deprecated but will continue to work.
